The purpose of Child Portal is to provide accessible information through various types of services provided to the children like nutritional supplement, Immunization, health checkup, pre-school education, Post school Education, nutrition and health education including anganwadi to 0-6-year old children and for Pregnant and Lactating Mothers. The Integrated Child Protection Scheme in the state for child rights, child protection and child welfare is being implemented in coordination with the Central Government and State Government. Under the scheme, the State Child Protection Committee functioning under the Department of Social Welfare at the state level is constituted for the implementation, monitoring and supervision of the Juvenile Justice Council and Child Welfare Committee programs. The State Adoption Resource Agency is working under the Integrated Child Protection Scheme, whose main objective is to reintroduce orphaned, abandoned and surrendered children who have been completely separated from their parents / legal guardians, through domestic and inland adoption while reintegrating into the family and provide administrative support to the Adoption Advisory Committee..

Following departments are enrolled in implementing different schemes for the welfare of Children:-
(i) Social Welfare Department
(ii) BC & EBC Welfare Department
(iii) SC & ST Welfare Department
(iv) Minority Welfare Department
(v) Education Department

State Plan of Action (SPAC) for Children :
With the technical support from UNICEF, Department of Social Welfare, Government of Bihar rolled out the SPAC in March 2019 for a period of five years from (2019 – 24 ) with intent to accelerate the progress in ensuring the rights of children enshrined in the Convention on the Rights of the Child (CRC) in the state.

Through SPAC following activities are performed :
1. Ensure equitable access to comprehensive and essential preventive, primitive, curative and rehabilitative health care of the highest standard, for all children before, during and after birth, and throughout the period of their growth and development.
2. Secure the right of every child to learning, knowledge, education, and development opportunity, with due regard for special needs, through access, provision and promotion of required environment, information, infrastructure, services and supports, for the development of the child’s fullest potential.
3. Create a caring, protective and safe environment for all children, to reduce their vulnerability in all situations and to keep them safe at all places, especially public spaces.
