For implementation, monitoring and supervision of the programs run under the Under Integrated Child Protection Scheme there are different committee/unit/home/agency/court are formed :-

State Child Protection Committee (SCPS): - State Child Protection Committee (Registration Number-2143 / 2011-12) constituted under the Social Welfare Department at the state level for implementation, monitoring and supervision of the programs run under the Integrated Child Protection Scheme. is. The committee has an ex-officio Chairman, Additional Chief Secretary / Principal Secretary / Secretary, Social Welfare Department, Ex-officio Deputy Chairman, Director, Directorate of Social Welfare and Project Director, Joint Director, Directorate of Social Welfare.
State Adoption Resource Agency (SARA): - The State Adoption Resource Agency is working under the Integrated Child Protection Scheme, with the main objective of orphans, abandoned and surrendered children who are completely separated from their parents / legal guardians. , Is to be reintegrated into the family through domestic and inland adoption and provide administrative support to the Adoption Advisory Committee. It establishes coordination between the Central Adoption Resources Authority and the State Government and supervises and supervises the specialized Adoption Institutes operating in various districts of the State.
District Child Protection Unit (DCPU): - The District Child Protection Unit is working for the implementation of the scheme at the district level and monitoring and supervising the working units and its nodal officer is Assistant Director, Child Protection
Children s Home: - In the light of Section-50 of the Juvenile Justice (Care and Protection of Children) Act, 2015, destitute, abandoned, familyless children of the age group of 6 to 18 years should be given their Two (Child Home, Apna Ghar and Girl Child, Nishant) in Patna and one (Child Home, Basera) in Patna and one (Child Home, Basera) in total by the Government for housing up to rehabilitation (Family Reunion, Adoption, Foster Care etc.). Observation Home: - In the light of Section 50 of the Juvenile Justice (Care and Protection of Children) Act, 2015, a total of 38 Supervision Homes in various districts of the state are presently (which violate the law). Approval has been obtained for the construction of housing for the juveniles till the hearing of the case) and funds have been made available to the Building Construction Department, Bihar for the construction of the houses. Presently, supervisory houses for juveniles violating the law should be operated in 14 districts of Bihar viz. Patna, Bhojpur, Gaya, Jamui, Nalanda, Madhepura, Chapra, Bhagalpur, Darbhanga, Purni, Muzaffarpur, Munger, Araria and East Champaran.
Special Home: - In the light of Section 48 of the Juvenile Justice (Care and Protection of Children) Act 2015, provision of juveniles who are found guilty of violating the law in the special house. is. Presently a special house is operated in Patna.
Place of Safety: - In the light of Section 49 of the Juvenile Justice (Care and Protection of Children) Act, 2015, disputed children above the age of 18 years and heinous crimes of 16-18 years There is a provision for keeping children. Presently a safe place in Sheikhpura district is operated.
Specialized Adoption Agency: - A total of 25 Specialized Adoption Institutes are being operated under Integrated Child Protection Scheme in 24 districts of the state for implementation and housing the children. The data pertaining to the children and adoptive parents residing in the specific Adoption Institute is maintained through the CARINGS system.
Cradle Center Infant Reception Center: - 10 in primary health centers / nursing homes / other institutions in all districts to prevent illegal adoption and promote legal adoption and ensure safe abandonment of children. -15 cradles have been installed. It is often seen that unwanted newborns are dumped on the roadside / dustbin / railway line / farm / bush / public places and that the child becomes the victim of an animal or the baby is saved due to too much delay. gets tough. Special Juvenile Police Unit: SJPU has been formed in all 44 police districts. Social members have been nominated in Child Welfare Committee (CWC), Juvenile Justice Council (JJB) in all the districts.
Juvenile Justice Secretariat / Child Friend Special Court: - Juvenile Justice Secretariat has been set up in High Court, Patna. The first special court of Bihar / Child Friend Court has been inaugurated in Patna Civil Court. Also, a special court / child friend court has been set up in all other districts of Bihar.

Apart from this, in the light of the provision contained in the Juvenile Justice (Care and Protection of Children) Act, 2015 and Bihar Juvenile Justice (Care and Protection of Children) Rules, 2017, various services are provided as per the order of Juvenile Justice Council or Child Welfare Committee.

To avail the benefits from Integrated Child Protection Scheme, applicants can apply on their own or through their representative from any of the offices of the concerned Child Welfare Committee or the District Child Protection Unit, as per their convenience.

Home Management Information System (HMIS) has been developed (https://hmis.scpsbihar.in) in collaboration with UNICEF for effective monitoring and evaluation of all child care institutions under which juvenile justice (care and protection of children) by all stakeholders of child protection As per the provisions of the Act, 2015, the inspection report is uploaded online in Real Time after inspecting the child care institutions from time to time. This is the first online system of this type in the country, which has the facility of Critical alert generation, Real time rating and Evaluation through dashboard.
Simultaneously the Child Protection Management Information System (CPMIS) (https://www.cpmis.org) has been upgraded in collaboration with UNICEF, after which all types of child protection reports / data are available on the same dashboard. Under this, monthly reports are uploaded by the Child Welfare Committee, Juvenile Justice Council, District Child Protection Unit, Child Care Institute (including Special Adoption Institute), Special Juvenile Police Unit. All types of reports are generated through the indicators available on the dashboard on a real time basis.
Integrated CCTV Footage Recording System has been established at the state level to ensure the best interest of children in all child care institutions. Under this, CCTV cameras have been installed in all child care institutes operating in the state. Whose Recording / Feed has a provision for safekeeping at the state level.
