Under this scheme, we carry statewide campaign against child marriage, work for eradication of dowry and to implement Bihar State Women Empowerment Policy 2015. Under this, the work related to the development of women, social empowerment, cultural empowerment and economic empowerment are integrated. Also, Bihar State Women Information and Resource Center / Gender Resource Center is operated for the collection, publication and transmission of information related to women, research and development related work.
The program was launched in 2007-08 throughout the state with an objective to empower women and make them self reliant. The program envisages holistic empowerment of women in the economic, social and cultural spheres. This commences a long journey to improve women’s economic and social status. It also underlines several activities aimed to address issues that have been looked upon as constraints impeding women’s quest for greater economic and social empowerment.
For development of women, social empowerment, cultural empowerment and economic empowerment different program/Activities/homes /training are run which are as belows :-

One Stop Center-cum-Women Helpline: - To help women suffering from domestic violence to break the house through counseling, help in registering FIRs in police stations as per requirement, providing legal assistance etc. For this purpose, women help line has been established and is being operated in all the 38 districts of the state under the supervision of District Magistrate. The scheme has been restructured in the light of the directive received from the Ministry of Women and Child Development, Government of India for the operation of One Stop Center and is being operated as One Stop Center-cum-Women s Help Line.
Short Stay Home: - In case of inconvenience to any woman or teenager in their home due to domestic violence or other reasons, the establishment of short stay home in all the districts of the state is proposed. It aims to provide short term accommodation facility to them. Approval of the operation has been given under the Chief Minister Nari Shakti Yojana, in the light of which at present, in 14 districts of the state, the residence of the Alpavas Ghar is being run through several government institutions.
Protection Home: For the purpose of safe housing and rehabilitation of women victimized by human trafficking or domestic violence a Protection Home is being operated under Mukhyamantri Nari Shakti Yojana . At present one Protection Home is operated in Tomar House, Janaki Puram, Vidhinagar, Gola Road, Danapur, Patna.
Special Women s Cell: - Special Women s Cell has been set up in 23 police stations of Patna district to support women and adolescent girls in the creation of friendly environment for women, counseling and lodging FIRs. . A consultant has been appointed by the corporation in each special women s cell.
Social Rehabilitation Fund: - A fund has been arranged for the rehabilitation of women and adolescent girls in need of Mukhyamantri Nari Shakti Yojana, which is known as Social Rehabilitation Fund. For this, 38 districts of the state have been classified into two groups viz. Source and Destination. An amount of Rs 225000.00 is provided with the District Magistrate of Source District and Rs 285000.00 is provided to the District Magistrate with Destination. There is a provision for payment of this amount by the District Magistrate in the form of a grant or loan to a victim woman or teenager, up to a maximum of Rs.15000.
Service Sector Training: Its objective is to make women and adolescent girls of the state eligible for employment in various service areas after vocational training and for planning and self-employment. In the light of the decision of the government, training in the service sector is being done as per the standard set under the Bihar Skill Development Mission.
Social Awareness (Street play): - Provision has been made to perform at least two street plays in all the panchayats of the state with an aim to make people aware on social issues like abolition of child marriage and dowry system, Mukhyamantri Kanya Utthan Yojana, liquor ban, water life greenery etc. Eleven districts of the state have been identified as having more child marriages and dowry districts, with provision for at least three street plays in each panchayat.
Child marriage and dowry system elimination campaign: The government has taken the fast growing dwarfism in the state seriously. Child marriage and dowry have been considered the main reason for dwarfism. Therefore, a comprehensive campaign is being launched by the government to eradicate child marriage and dowry system.
Women Helpline No. 181: - To provide quick support and referral facility to women and adolescent girls, the women helpline number 181 established in the headquarters of Women Development Corporation with the funding of Ministry of Women and Child Development, Government of India. Its services are available 24 * 7. In this, any harassed / distressed woman or teenager can avail the services of women help line, such as - counseling, referral and information by making free phone calls.

Under this scheme Adolescents girls and women are eligible to get benefits. This scheme envisages holistic empowerment of women in the economic, social and cultural spheres.

• Under this scheme, funds are released to self-help organizations for alma mater, defense house, working women s hostel, cradle house and other working institutions under the terms of the contract.
• Under this, social empowerment related to the development of women, Women s Helpline, Short stay, Defense Home, Working Women s Hostel, Shishupalana Home and organizing women s cultural fairs under cultural empowerment and self-help groups for the awarding of innovative work and economic empowerment, training and employing women in employable vocational courses in the service sector and engagement with employment or self-employment to encourage innovative plan for training and job research for service sector and new ideas regarding their development and empowerment. Any woman who is harassed and victimized by domestic violence or in any way, can avail the services available in the help line.
Providing psychological counseling, legal aid to women suffering from society, providing protection to women and adolescent girls suffering from domestic violence, avoiding family breakdown through counseling, etc.
Any woman who is victimized and victimized by domestic violence, human trafficking or in any way, or who needs a short term accommodation while appearing in the court, can avail the services of an abode
Any aggrieved woman, teenager can avail services of the alma mater through any service provider, self, police, court etc. or on the recommendation of women helpline. Its services are completely free.
Any working woman or teenager can avail hostel services by applying herself.

Any woman who is harassed and victimized by domestic violence or in any way can get the services available in the help line. Any aggrieved woman or teenager can avail the services of the helpline through a service provider or by going to the women s helpline herself or by applying on a plain paper. Its services are completely free.

The State Government has approved the establishment of 50 beds in Patna and 25 beds in all other districts with the help of non-government organizations in all the districts of the state for short-term housing for the victim women and adolescent girls. In this, accommodation facility is provided for a maximum period of six months. No amount is payable. Any aggrieved woman, teenager can get the services of short stay home through any service provider, herself, through police, court etc. or on the recommendation of women helpline. Its services are completely free.

Under this scheme complaint can lodged at the office of the Public Grievance Redressal Officer at the subdivision level and the District Public Grievance Redressal Officer at the district level. In addition, complaints related to this scheme can be lodged at the district office and at the office of the Managing Director, Women Development Corporation and Additional Chief Secretary / Principal Secretary / Secretary, Social Welfare Department at the state level.
