The purpose of scheme is to work for the welfare of the divyangjan and to raise awareness in the society through all running schemes of the divyang sector by the state government while empowering them materially, socially, educationally and financially.

Through "SAMBAL" following schemes are implemented.:
1. Artificial limbs and equipment for Divyangjan : - This Scheme Aims to Provide tricycles, hearing aids, vaishakhi calipers, sticks etc. equipment and artificial limbs to the needy persons.
2. Self-Employment Loan : - Through this Scheme there is a provision to provide maximum 2 lakh loans at the rate of 5 percent annual interest for the divyangjan who are between age of 18 to 65 years through implementing agency for self-employment loans
3.Certification: - Camp is organized from time to time at the panchayat level in the district to make all the disabled persons eligible for Disability Certificate. In that camp, the Disability Certificate is given after the medical team has examined the divyang person. Divyang persons who have more than 40 percent disability are given the benefit of pension. Disability checking and certification work is done in all health centers / Sadar Hospitals in the district.
4. CHAMAN (Blind School) : - This Schemes Aims to provide training and medical facilities for Mentally Handicapped children between the ages of 6 to 18 years through Day care School.
5.Operation of the deaf-dumb school: - For children between the ages of 6 to 18 years,deaf-dumb school is being operated by the state government.


Eligibility under SAMBAL schemes are as Follows:-
Artificial limbs and equipment for Divyangjan
(i) He/she must be resident of Bihar.
(ii) Disability percentage 40% or more.
(iii) His/her family income should not be more than 1 lakh.
(iv) His/her age should be more than 14 years.

Self-Employment Loan
i) He/she must be resident of Bihar.
(ii) Disability percentage 40% or more.
(iii) His/her family income should not be more than 2 lakh.
(iv) His/her age should be between 18 to 60 years.

CHAMAN (Blind School) & School for Deaf-Dumb
For special school student age should be aged between 6 to 18 years suffering from autism Cerebral paralysis, mental retardation and other related divyangta are eligible .


Under this schemes following Benefits were provided:-
• Benefits of artificial limbs and assistive device.
• Benefits of survey and certification of divyangjan.
• Self employment loan benefit upto 2 lakhs .
• Benefits of Day care Special School for Mentally challenged Children.
• Benefits of special school for dumb, deaf and blind children.

1. Disability certificate. Disability certificate issued from Chief Medical Officer, Community Health Centre or Primary Health Centre will be accepted.

•Artificial limbs and equipment for Divyangjan: The person who fulfills the eligibility for availing the benefit of the scheme has to visit the District Social Security Cell in Collectorate Office and give his/her application in the prescribed form.
•Self-Employment Loan: The person who fulfills the eligibility for availing the benefit of the scheme has to visit the District Social Security Cell in Collectorate Office and give his/her application in the prescribed form.

Under the Bihar Public Grievance Redressal Rights Act, 2016, the office of the Public Grievance Redressal Officer at the subdivision level and the District Public Grievance Redressal Officer at the district level is functioning, where complaints and appeals related to various schemes can be filed under this scheme and definite solution can be obtained within the time limit. Also, at the state level, the Office of the State Commissioner of Disability is working, where the PwD can get redress by filing a complaint directly.
